Expanding Early Childhood Education Access The universal 2K program represents a substantial investment in the city's youngest residents. Officials have emphasized that the expansion into District 27 is a critical component of a broader strategy to ensure equitable access to early education across all five boroughs. The program will be implemented through a network of Department of Educationapproved providers, including communitybased organizations and public school settings, subject to space availability and facility readiness.
